NCRSP 2025-2026 Legislative Agenda
Teachers’ and State Employees’ Retirement Pension:
● Providing a 2% COLA for educators and state retirees
●Fully funding the Teachers’ and State Employees’ Retirement System (TSERS)
● Continuation of the TSERS predictable and effective defined benefit retirement plan
● Revision of legislation so that members who are retired may return to work as state employees and earn more than their earnings cap or the minimum (whichever is greater)
● Revision of legislation so that Teachers’ and State Employees’ Retirement System (TSERS) members do not have to pay NC income tax on their state pensions
State Health Plan:
● Reinstatement of health insurance for state retirees based on the policy that was in effect prior to January 1, 2021 (full health insurance after 20 years of service and half health insurance coverage with 10 to 19 years of service)
●Supporting the fiscal strength of the State Health Plan by providing full funding
● Monitoring the current State Health Plan to ensure that alternate health plans are not used by other State Health Plan participants
Public School Educators, Community and Family Issues:
● Strengthening broadband internet service and access across the state
● Advocating for better pay and benefits for educators in order to recruit and retain highly qualified public school employees
